I wouldn’t say that he’d spit on ugly people, but he does have high standards. After all, he’s rich, handsome, powerful, and a war hero, so he knows that he’s a catch. As marigumi said below, he just doesn’t want his name to be drawn into scandals. FL’s glow-up has low-key piqued his interest.

I’m liking Cedric’s stunned face at the sight of Harriet’s makeover.
Julian Pace is like an annoying fly that will keep popping up every now and again; luckily, Cedric is around to swat him. lol
I don’t think he meant it that way. They’d expect her to toy with Julian but she refused him and was quick to excuse herself from the Duke….avoiding all Misunderstandings.
He didn’t mean it as a slight against her; he doesn’t know to what extent the rumors were true & his only real experience with her before was having his keepsake be used to incite scandal, and then continued annoyance with her family dragging it out. He doesn’t really care about the motive either way, he just wants to be left out of the high society/marriage market games entirely.
He’s surprised by her behaving differently to his expectations; confident/calm behavior, and not lingering or looking to cause a scene/attempt to approach him. He basically said it as a mild compliment, to say he sees her differently (in a more positive light) than before she returned to society. He’s acknowledging her efforts.
