There’s no reason IRL that being a twin would mean he can’t be a son of the royal bloodline, but I guess in this universe the royal bloodline has some fantasy reason they can never have twins.
So the fact that the Prince Valentine was secretly born a twin implies he’s a product of his mother, the Empress Dowager’s affair with another man (one of her royal nights), and not a true bloodline heir of the former King. By extension, Valentine’s older brother, the current King & also a son of the Empress Dowager, would very likely also not be of the royal bloodline, leaving the only legitimate heir to the throne to be the Duke.
(The Duke is the former crown prince, he was born from the former King’s first marriage. The current King and Prince Valentine were born from the Empress Dowager, who was the former King’s second wife.) The fact that Valentine has no blood relation to the Duke is because they aren’t half siblings as previously believed, since both their paternity and maternity are different.
