If it’s the “deputy priest”, it could be the one who was appointed to keep the holy object charged that was used to protect the territory who was mentioned in chapter 49. He was not qualified for this position though, he lacked the divine power that was required to keep the holy object working…
There was a “vice-highpriest” in chapter 47 too though, who abused his position and might have been responsible for appointing this deputy priest though, but I guess we will see about this soon.
