My current theory is that she is Agnes, but missing two years of memory. Back in chapter two, the Emperor confirms that they were born in the same month of the same year. But Rose says she’s 23 while Agnes is 25. So, most likely, Agnes somehow went from school teacher to noble in a few months. And since she doesn’t have a family in either version, it would be quite easy for someone to swoop her up as if Rose never existed. So, the reason the Emperor is so sweet to her is because he knows Rose is Agnes.
