As I know she just need to become the demi-god by eat goddess. I think that FL was able to take her to the buried goddess, which is why she followed FL.
Went back and checked, we never see Flora betray her, and it was her brother that said Flora also wanted her dead. He may have just been saying that.. hope so, FL could use her on her side rather than as an enemy
