I really love Themis, you could argue that she “neglected” Elodie, but in all fairness, it was never really her job to look after her, even as the Duchess, and she never tried to hurt or insult Elodie. She is entirely pragmatic, it was Karl who imagined that Elodie’s existence is a barrier in his parents imaginary romance (which never existed in the first place, though I don’t understand who Sylvester didn’t fall for his hot, poisonress girl boss wife).
