I thought so too. This could have been easily solved by the emperor by just putting another woman on death row on the stake but he didn’t do it and I wondered why. But now it seems the emperor didn’t think it was worth it. He’s buying time. He doesn’t want his authority to slip away from him and he doesn’t want rebellion so he’s acting as if his hands are tied while keeping his leash on Lawrence
