I think the mother/loretta have some kind of special ability that interacts badly with magic. Hence why the mom wanted to kill Jeremia and didn’t want the magic tower ever stepping foot in their home.
Plus, the Duke could’ve sent him to the tower to separate them/keep the kid safe from his mother. But it probably looked like abandoning him in favour of his wife.
