In so many fantasy manhwas, noble families have political engagements to form alliances and consolidate power. But it isn’t the same as a regular (romantic) engagements, because there’s no love or commitment and the engagement can be called off at any moment due to change in interests.
So what I’m saying is, I don’t think it’s wrong if the grand duke guy calls off the engagement and pursues FL. He should date who he wants and prioritize his feelings. It doesn’t seem like it’s that serious anyways.
