Yes, there was, but it only applied to commoners and lower-status nobles. But yk, churches were powerful in the past, and one of the biggest reasons for the French revolt was their corruption. So in a fantasy world where magic and saints are real, archbishops are probably only under the saint, the pope, and the emperor in terms of influence.

Yet the one who loses the contest is killed, likely along with many of their followers. Certainly such dangerous ones like Renee. So Renee has no interest in keeping the competition “fair” – whatever that means – and no reason to abide by any results other than Ishir’s victory.
By suggesting the contest is not yet decided, the Emperor is really saying that the Princess and her followers may yet kill Renee.
