That’s my thinking but I think his concerns are:
1. If the “real” daughter comes back, she’ll be heartbroken to be “replaced”.
2. Lily will be made uneasy when she/they find out she isn’t the “real” one
3. If he accepts her claims to be his daughter, that means stopping the search. If she isn’t that leaves the “real” one with kidnappers.
well we know the FL’s background as the readers… the duke however doesn’t know that…
in his suspicion because he afraid of the sly enemy tricks that could be in swing, he suspects the FL in cahoots with those who wants to harm the duke family…
which is understandable..

if he immediately takes her and she is a spy then it would turn up to be a disaster(which is unlikely because we know her side of the story from the readers POV but again the duke doesn’t)
