I think the grey is just how the artist colors. Like they simply go down the color bar instead of doing so while going towards the more saturated parts of the color wheel. Take for example, the shadows. It seems like maybe it was meant to be sunset during when the Duke was apologizing to Valerie and the lighting was alright, but the shadows were simply a semi transparent black instead of a dark shade of purple or peach or something. Plus a lack of yellow to orange tones for the sunset lighting. Likely the grey characters are meant to be tan or at least tanner than characters such as Valerie and the emperor.
