They already formed a contract. They are engaged in a way. She’s not a child. She’s 17. The poison that was supposed to kill Freize (or Fraya now) didn’t kill Ciel. Instead it caused her to become something of a child again. I cannot stress this enough, she is NOT a real child. That’s why she was adopted into the Vienneca family. So they could lift the curse on Ciel and she would revert back to her real body.
