According to the spoilers I think the mother did the best she could. The FL was born as premature baby, so she was going to die early coz of some terminal disease. The only way to save her was to get some medicine from Arca, and only those of royal blood could go there, also it was life-threatening, the emperor was sick, the other prince was a baby, so mother pulled her strings and placed her best bet on the Duke. Luckily the ML is CP’s son, so coz of royal blood he goes there and gets the cure for the FL. The mother was just desperate to save her daughter’s life.
Hmm I’m taking back a quater if my dislike for her mother because of spoilers, but even if the spoilers are true she really messed up how she went about things and her reaction
