Actually, the Empress isn’t just a little crazy. She is all the way crazy. If you remember earlier chapters, her brother said that she’s a tyrant. She kills people for the slightest of reasons. She’s not doing this to “prove” that Rena actually conquered the dungeon. She’s doing this to keep Rena in check. Without a doubt, if Regina Rena was able to conquer the dungeon she has the power to stand against the Empress. That’s why her brother threw so many children into the place where his sister emerged from. He wants to kill his sister but knows that he needed a child to survive the dungeon just as his sister had.
I know some of you forgot how Regina was introduced into the story, pretending to be a meek and innocent girl before she brutally slaughtered the men who had the piece that the Duke needed. She is kind but is well aware that she has little to no emotional feelings. It’s very much the same with the Empress only she doesn’t pretend to be meek and innocent at all. She embraces her murderous ways.
