Ranking in royal harems are determined by their noble rank + the favor given by the emperor.
Everyone at that table are lower rank than blondie and FL. FL is technically comes from a higher rank bloodline than blondie but since she’s a foreigner, she has less standing than blondie, who comes from a family important to the empire.
Harems cant be peaceful because they’re a political battlefield where noble households can rise or fall in standing.. It’s not like every female is in love with the emperor, they want status, power and connections for their sake and their families.

Loel and blondie are from higher ranking families (loel is a princess while blondie is the daughter of an esteemed household) and so that makes them the most important people in the harem. The higher your influence is, the higher position you are in the harem. At least that is what I’ve understood. Either that or it depends on how much the emperor favors them.
