The mercenaries have to send money back to their homeland, and also have enough to buy weapons, food, supplies, etc.
She’s proposing that the mercenaries hire people from their homeland to supply their weapons and provide the iron ore. This will boost their homeland’s economy and give them the weapons they need at the same time.
The problem is, that with the distance between the base and their homeland, it would be unwise to start such a big upheaval without being assured it would work (no weapons, wasted iron ore, etc) so she’s showing just how much money they spend on weapons, proving that the reward will be worth it. (Think the cost of buying a new car vs keeping your old one that constantly needs to be repaired. You don’t realize how much you save until you’ve looked at how much you spend)
