Second there are mangas where one was adopted as kids and later they become lovers. Third there was said in some mangas that it wasnt uncommon for nobles to adopt a child of other nobles, even if those nobles were still alive for future aranged marriage with they kid. So it wouldnt be anything weird if they become lovers here. Besides this Fiord looks like zombie, he is pale, skinny, have red eyes and white hairs. She looks much more better with her “brother” besides he cares for her a lot
