From what I gathered, the blind man, although relatively kind-hearted and good-spirited as shown earlier in the manhwa is, most obviously, the journalist whom uses the alias “Ars”. He is the same man who wrote the article that was written when the statue(s) of the duke and war memorials were bombed by national terrorists.

He is, as previously remarked by Perse, rumored to have captured the heart of the empress with his handsome face (and likely altruistic ideas on politics) but, in actuality, is simply working in the empress’ behalf to sway public opinion and to also create a certain degree of uncertainty or confusion of imperial politics in the eyes of the citizens.
