I would disagre in this situation cause both of them arent todlers anymore (she may be considered as such but she have mind of someone over 20) so basicly they live together but they know they are family just on paper.
On second hand i dont understand one thing in those mangas, even if they adopt some girl like here she is not blood related. Besides after she come of age they can revoke this contract so she will no longer be they family. So whats the problem about marying with one of heirs ? Similar thing is in “The world without my sister who everyone loved” , There are 2 brothers and father, she is adopted but in her past life she had romantinc feeling towards older brother and nobody had problem with this.
