SPOILERS : So to everyone confused, she is using an incident that happened when they were younger and capitalizing on his guilt. KANNA needs him obviously for something now, and although icing him before was her plan, it changed since she needs a powerful figure to do her bidding. I think this is still in line with her character, vengeful and unforgiving, yet also because she is so powerless, this is the only way for her to protect herself.

He didn’t give her false hope, yet look at her, And she will use his past actions (which he repented of) to justify this.
