I’m gonna guess: his wife was murdered due to political intrigue and he sent his daughter off (marriage to someone he trusts who lives away from the capital) as a way to keep her safe. That’s why she wasn’t meant to return and why he never contacted her. By appearing to sell her off and drop all contact with her, she was removed from the political chess board. But now she’s back and he’s got to figure out how to maintain the appearance of disinterest. That way people like the 2nd prince won’t view her as his weakness (and kill her as his wife was killed). That’s my theory.
My heart is aching, not exaggerating tho i literally cried when she started talking, I guess her father have a deep reason why he’s like that but it’s too much and it’s affecting the lady’s well being so much… She’s mentally anxious and scared!!!

It is a bit of a long shot, but I suspect he acts coldly to protect both her (and namely himself, whether he realizes it or not) from longing. I bet her mother missed her family terribly and he doesn’t want her to have the same feeling; to embrace her life in Arno and enjoy it rather than fretting over the life she lost with them since women don’t leave the territory. (I suppose it could be politics, too, but it seems odd the countess of Arno would be spared unloved or not.)

I can’t think of a single good reason why he’s acting this way to his daughter, political or otherwise. Now that Bianca is Count Arno’s wife, acting so cold to his daughter is also disrespectful to the count. He’s doing that 2nd prince’s work for him by driving a wedge between them.
Um sir a**hat its not like you’re commiting treason for you to care even just a tiny bit for you daughter, is really that hard to atleast greet her and treat her like she’s actually there?
