I honestly feel like FL would only work with Ivan and MAYBE the noble brother. The Duke is a no-go since there aren’t many who need divorces in the north and she would not fit well in the Duchess role even if he had all the work done for her. Poor guy, but she is just too happy and perfect for her job 😅
The noble brother (who I do like) is a possibility since he didn’t inherit the main title and doesn’t seem to be too entrenched in political games, but he is still a noble and they’ve got their rocky past where she has never felt like his equal. They could get past the latter perhaps, but Ivan and her really work well together (though I guess one could say that’s only in a business sense and having a somewhat noble title while married to the brother would allow her more freedom in her job?)
