I think the corset comments are more directed towards the fact that they are forcing children to wear them at such a young age. It seems that a theme of this manga is the society of forcing young children to grow up so quickly.
I mean, if I were a kid and had to wear big skirts and tight corsets, I would definitely be uncomfortable. I would’ve rather worn loose clothing that wasn’t too cumbersome.
