Since the duke is already unsociable with other noble, he can’t take risk to be rude to other noble. Socialising is important, unless you are the king/emperor ?
Because if he ignored/didn’t read and reply, the other nobles would think that they were not respected by the Northern dukedome and it will lead to such bad rumour or make more enemies for dukedome so the noble usually must reply to every letter that they accept even if it’s just for courtsy
