Honestly I would reject the emperor if I were her.. I would create it into my own business and they would order it directly from me.. because after all the emperor will not only use it for the army but also sell the bags in the market.. so I would rather gather my own makers and create a normal bag.. after all she doesn’t need to embed all the bags..
I’d compromise, I’d design bags that were specifically for the military and sell those designs. That was you could keep the everyday backpacks to sell yourself. I’d also have a clause that said the emperor couldn’t come after you if you expand the backpack designs or pouch designs as long as they weren’t the same as the ones you made for him.
