Raven is correct the reason the family head didn’t have control over the finances was because they were minors. If memory serves me correctly the FL is 20 as I believe she said she will be dead by 25 unless she started making moves. Her brother is younger than her at 17-19 (I cannot remember his exact age). That’s why although (s)he would be the head of the family as (s)he was still a minor he needed a “guardian” to take care of all the finances and bills.
The two were minors at the time of thier parents’ deaths im assuming (cause i cant remember shit about this story anymore) so the extended and therefore collateral families are sharing the responsibilities of the noble house which includes finances.
