When matters become this murky, what is needed more than the truth is justification and strength. If the people are already stirred up, then black can become white and vice versa with but a few words, and what is important is who will step in once the line is crossed.
If you caught wind of a mansion full of the dead at Harrisman hands, publish it, and start a territorial war, with the the military goal of depleting the enemy duchy’s troops and political goal of searching through the lands of Harrisman for more signs of guilt.
If the Emperor allows it, he loses a valued ally. If he denies it, he becomes complicit in the murder. As long as you manufacture more evidence of Harrisman’s guilt than yours the battle is inevitable and the more the empire will be incensed at what the Emperor has done.

Too bad that the emperor of this story is already completely out of his mind, so he probably won’t care for anything.
I’m just astonished that the female lead’s “lover” (lately called the archduke of Rexerville) hasn’t killed the emperor yet. He knows that the female lead hates killing and deaths, and the emperor has already started killing his own concubines and all kinds of other people quite some time ago…
