Honestly, that’s pretty damn good of the emperor. Without knowing if the future Duke and her get along, her adoption could cause the boy to suffer until he’s an adult and the girl to be killed or sold after he rises to being the duke. It’s inconvenient for the Duke, but honestly, a good move for everyone else.
