He’s afraid she would suffer more at her father’s hands than his, so he is pushing her towards those goals in the same way.
Realistically this has the same results – her being tortured – and this is perhaps slightly even worse, because the father is just greedy for personal power and wealth, while he hypocritically harms the one he loves in the false pretense he is saving her.
