for the TN… while i can agree to an extent.. the saying “ when there’s smoke, there’s fire” simply means there’s always a root or cause to things or that “reaction was caused by action”, in the context, its simply saying that the rumors didn’t come from thin air, but yes definitely a flexible idiom.
