I think part of the reason she’s offering to marry Cesio is because she is fond of him. Imagine if he was some douchebag, can you even imagine her making that offer, even if it’s for revenge?
If he was indifferent to her she probably would rather have knights slaughter everyone rather than trying to make the family turn on each other to please Cesio.
