I think the case of the ledger is that while they know the head maid is lying, the royal family would have too many suspects, since there’d be a number of people who’d want throne, be it directly or indirectly, they at least need physical evidence of the abuse of funds. While the empress palace would be evidence, the head maid could easily pin the blame on Loena since she’s the only maid of that palace, and also is the closest to ashtarte and so would more easily be able to steal if she wanted to. The ledger would have be evidence that the head maid is responsible without risk of an innocent being blamed.

Man (not even related by blood mind you) gives up entire life he worked hard on to be a Knight for little girl he barely knows and her maid he’s clearly smitten with. And even if the documents had been forged they’ve been to the empress Palace there’s nothing there and its in ruins they’ve seen it themselves what more proof do they need just hang her. Successfully tampering with documents just proves this is the high priests kingdom and they’re one lying “prophecy” away from becoming figureheads
