Even with all that information we’re given directly and the information we can infer, his actions are kinda sus. It’s obvious to us that he wasn’t trying to humble her or test her capabilities because we know he’s been back in time and that he loves her deeply. But FL literally only has the emperor’s support to rely on here in the palace and can’t do anything if he treats her as a pawn rather than an equal – she also has no idea what he’s like, why he went along with her, etc. I’m worried there’s gonna big a big misunderstanding or she’ll be hurt emotionally because he can’t communicate. Plus one of her maids, one of her people was hurt which makes her more than justified in being furious.
The madame was involved in illegally siphoning government funds, so I’m pretty sure a “tyrant” can justify executing her on the spot. FL had no involvement with politics before this and if she hadn’t been recommended the replacement tutor by her aide (which was luck), she wouldn’t have anyone to reach out to. You can’t play the board if you don’t have any pieces. Loyal servants can only do so much in the political sphere.
Having her exercise her authority as empress very publicly so soon into her reign will get her some respect, I’m not doubting you there, but it doesn’t do much in the long-term with maintaining it. For that she needs to host events and parties and run the palace with subordinates who won’t sabotage her.

Its kinda psychological actually.
So far he has never neglected nor had any ill intent towards her. He cares for her and only her and very deeply at that.
Its kinda the other way around.
He cares a little too much, though its understandable from his perspective.
He is being observant and is trying to give her freedom of choice, albeit in his own way and from his own point-of-view.

We must be reminded that his perspective is hugely affected by re-living this life quite a few times already.
This is the reason why his thoughts and intentions aren’t easy to read.

The side-effect of him living all those lives is that he has grown too self-reliant, too self-centered, untrusting and pessimistic.
He was originally a gloomy guy to begin with.
Imagine how living all those lives with bad endings could have influenced him time and time again.
He has grown way too introverted and conservative, though its understandable yet again.
He’s quite thoughtful. With the number of times he has re-lived this life and the amount of accumulated knowledge and experience, he must have a good reason behind whatever decision he makes.
Take the trashy madam Jophan for example.
Her influence is literally unfathomable.
Thats why she roams around doing whatever she wants knowing there is no consequences for her actions, even in the imperial palace itself!!
All due to her great influence and power which stems from the old nobility.
Old nobles are known as the pillars of an empire. They have the power to overthrow the emperor himself, let alone a scrawny little girl who they assume to be gullible and oblivious thorough and thorough.
Unless he choses madam Jophan as the empress’s etiquette teacher, setting up the stage for her to show her true colors and dig her own grave, there would be no other way to take her down legally.
The MC likes to take action through the law, so thats his only option.
He hit two birds with one stone.
Since madam Jophan has turned into a ‘sign of superiority’ among the nobility, he had to employ her to elevate the new empress’s position right from the start. If the kind baroness had been chosen instead, the new empress would have been further belittled and looked down upon.

At the same time, when madam Jophan makes a mess in that very position shes been given, with enough witnesses and evidence to legally reprimand her, she gets ruined easily and justifiably.
Not only the empress gets out of it unscathed, her authority would skyrocket as a result.
AND they’ll be rid of a potential threat at the same time.

Another thing to note is that, as much as he likes to prevent her from getting implicated amidst the chaos, he wants her to get involved and make her own choices since he knows her personality very well.

She is furious right now for the same reason, is she not?! I think he could have explained himself well enough if he wasn’t this much insecure while having effective communication inability.

Remember that the emperor is trying to give the MC freedom in every sense. He did say it in a monologue that he wants to give her all the means to shape the world the way she likes it to be.
So he wouldn’t make the choice for her, but would lie in wait while setting enough traps in case the target manages to scape the MC’s jurisdiction.

The guy who the emperor has killed on the spot who were a Fecil family member has most likely committed many crimes where the emperor has came to know of due to his past lives. Therefore he decided to get rid of him right then and there.
We still don’t know if he did have any other options as to take a more political or less violent approach, since we aren’t aware of the circumstances yet.
What seems to be the case is that he appears ruthless and impulsive on the outside, but since he has re-lived this life many times over he must have a good reason behind it all.
Its his psychological state which is concerning and in dire need of improvement which would be the MC’s main job.

He has spent too much time relying on himself alone all throughout his who-knows-how-many timelines that he has forgotten some key points.
Yes he needs to break this habit of his and think outside the box. He needs to LEARN to trust someone and to rely on them. He is much too self-centered as a result of his tragic past.
She has to untangle his mess of a mind and emotions one by one.

He’s gonna have to answer wth he knowingly made two criminals her advisors as empress instead of dependable people she could trust. Was it a part of his scheme to bring down their operations that he didn’t bother consulting her for? Was it to make her prove her abilities to him? Was it to humble her? She needs the answer if she’s gonna trust him
